This platform allows cities to explore and analyze diverse scenarios, assess the impact of various interventions, and visualize potential outcomes. By considering the social, economic, and environmental dimensions of urban development and transformation, cities can devise holistic and future-proof strategies.

As a planning tool and a collaborative platform, the Toolbox brings together diverse stakeholders to engage in participatory decision-making processes. It serves as a catalyst for inclusive urban development that benefits all residents, encouraging knowledge exchange and fostering a sense of ownership among the city's stakeholders.

Preparation and research are the fundamental first steps when using the Toolbox to guide and facilitate the development and transformation of cities. This step lays the foundation for an informed and effective process identifying the tools based on the best practices extracted from the cities. Preparation involves clearly defining the objectives and goals of the urban transformation process.

The culmination of preparatory work and research leads to a thorough and well-organized workshop in the subsequent phase.

2. Workshop and post-production

After completing the preparation and research phase, the Toolbox development progresses through two vital stages: workshop organization and holding (to complement the research phase) and post-production activities. Engaging stakeholders from the outset is critical for building support, fostering collaboration, and ensuring that the transformation process is inclusive.

Effective workshop organization is essential to give the right focus for determining case studies that focus on specific security-related goals and objectives, ensuring that participants actively contribute to the decision-making process. These workshops would involve key stakeholders from various sectors, including government agencies, community representatives, businesses, and experts from different fields. By involving diverse perspectives, the tools extracted from real-life cases of current economic, environmental, and security challenges are more likely to be holistic, representative, and realistic.

During the workshop, participants will engage in interactive sessions, group exercises, and brainstorming, fostering creativity and innovation in finding practical solutions for the city's unique challenges. All the outcomes, discussions, and decisions made during the workshop will be documented in one analytical document.

3. Formulation of the tools through use Cases

The Toolbox aims to capture multifaceted aspects to grasp the diversity inherent in the contemporary city. The tools, extracted from real case studies defined in the two previous stages, provide valuable insights into urban conditions, models, and operational modes. They serve as a basis for understanding how cities have implemented solutions to their economic, environmental, and security-related challenges and how these insights can be applied to future city development and transformation projects.

The case studies serve as templates for reading and critically reflecting upon the city in a dynamic political, economic, and cultural context. The analytical cases cover diverse scales, geographies, socio-political and economic environments and will look at challenges linked to sustainable energy and waste footprint, critical infrastructure provisions, and implications for good environmental governance and overall safety and security.

The project team has identified the three categories below, into which the different Tools gathered from the case studies could be classified into three topics: Peace and Security, Environment and Infrastructure and [Digital] Innovations.

The tools (policies, regulations, actions, initiatives) described in the different case studies can / often have an impact on the three topics previously identified, as well as across scales (e.g. disaster resilience in buildings impacts safety and security, addressing environmental and climate considerations, provision of key infrastructure, while incorporating digital innovations).
